Minutes of the meeting of Llansadwrn Community Council held via MS Teams on Wednesday 2nd October, 2024 at 7.00 p.m.
The chairman welcomed everyone to the meeting.

4. Matters arising from the minutes
4.2 Llansadwrn Reading Room
A meeting had not been held recently. A copy of Llansadwrn Reading Room balance sheet for 2023 had been sent to everyone with the minutes.
8. Brownhill Junction
The Clerk to enquire with SWTRA when the Llansadwrn road sign would be moved in order to improve visibility. The Clerk was also asked to contact Cefin Campbell A.S. to enquire whether he could assist with this issue.
8 (1) Llansadwrn Play Area
Councillor L. Rowlands stated that there no issues to report.
8 (iii) Web Site
It was agreed to invite Ms Lyndsey Maiden to the next meeting with updates regarding the website.
8 (2) Highway Issues/pole in Community Field
The Clerk had contacted the National Grid and they sent a map of the Poles on the Community Field, these had been replaced in 2016. Councillor L. Rowlands agreed to examine the pole for any information regarding whether it was electricity/phone, as normally there was a ‘tag’ on each pole stating noting the owners.

8 (5) Green GEN Cymru
Councillor C. Jones reported that the Pylon Group were visiting sometime soon, no interest in putting them underground.
8 (6) Co-option
No further interest to date.
8 (7) Entrance to Community Field – Waste Bin
Carmarthenshire County Council currently had an embargo in place regarding sittings of bins, they have been tasked to removing 20% of litter bins in the county (460 litter bins). Until this reduction project is complete, all requests for additional litter bins are being logged for consideration.

(a) Report from County Councillor
(1) Unpaid parking fees – text scam
(2) Nant-y-caws re-cycling – winter hours – closed on Tuesdays
(3) Secondary Schools grant – £200.00
(4) Schools budget – massive strain due to payment increase
(5) Working drop-in session – looking for employment
(6) Hwb bach-y- wlad – Llandovery 3rd Tuesday of every month
(b) Report from Cornwallis Liaison
A pre-planning application for development had been completed with no issues to date, it was confirmed that there is capacity in place to accommodate the additional waste water to the treatment plant in Llangadog. Following discussions with Bro Myrddin Housing the affordable housing project would possibly go ahead early next year, the school would be part of the development. Following pre-planning it would be necessary to widen the access road, which would be acceptable for the traffic from the 10 units and the 5 units from Almshouse. The extra accommodation would be offered to local needs, this will be discussed with Bro Myrddin.

Requests received from:
Y Lloffwr, Urdd Office – it had previously been agreed to only give local donations
Llansadwrn Church – it was agreed to give a donation of £250.00 towards the upkeep of the churchyard.
(a) Signing quarterly income and expenditure reports/bank statements
These to be completed by the next meeting.
(b) Budgets – 2025/2026
An update Budget report had been sent to every member. This to be finalised at the November meeting in order to discuss the Precept.
Audit 2023/2024
No information received from Wales Audit Office.

The precept to be finalised at the November meeting.
8. Any other business
8 (8) Poppy Wreath
This would be purchased for the Remembrance Service.
8 (9) Bridge in need of repair PROW
The PROW bridge was in need of repair near Waun Clyn Da/Velindre – the Clerk to contact Carmarthenshire County Council.
9. Date of next meeting
The next meeting would be held at 7.00 p.m. on the 6th November, 2024 via MS Teams. The Clerk to send a link at 6.50 p.m.
