CYNGOR CYMUNED LLANSADWRN COMMUNITY COUNCIL
Minutes of the meeting of Llansadwrn Community Council held at the Reading Room Llansadwrn on Wednesday 1st May, 2024 following the Annual General Meeting.
The chairman welcomed everyone to the meeting.
Present:

1. Apologies

2. Minutes of the previous meeting and matters that were not included on the Agenda
Minutes accepted as correct.
3. Declaration of Interest

4. Matters arising from the minutes:
4.2 Llansadwrn Reading Room
The Annual General Meeting had been held and the Accounts had been agreed and accepted.
Brownhill Junction
A site meeting had been held with Chris Davies (SWTRA), County Councillor Arwel Davies, Mr Neil Maskell (Carmarthenshire County Council), Councillor C. Powell and Councillor W. Davies. The following proposals were discussed:
(a) A junction improvement Scheme had been prepared in 1973, information should be obtained regarding this scheme and re-visit the proposal. Unfortunately details of the scheme may no longer be available.
(b) Move the Llansadwrn sign back a little which would give a better visibility.
(c) Alter the junction and road layout.
Mr Chris Davies stated that no improvements would be happen for at least another 3 years.
Traffic Calming Measures were discussed and the Clerk was asked to write to Mr Ken Skates.
8 (1) Llansadwrn Play Area
It was agreed that Carmarthenshire County Council carry out the Annual Inspection of the Play Area.
8 (iii) Web Site
Nothing to report
8 (2) Highway Issues
Pot holes near Waun Clyn Da – reported many times but the pot holes had not been filled.
Velindre Bridge – barriers in the river
A tree had fallen across the road, it had been cleared only in order that traffic could proceed along the road.
Red Telephone Kiosk
Nothing to report.
8 (3) Volunteers in the Community
Nothing to report.
8 (5) Green GEN Cymru
A letter had been sent opposing their proposals. The Clerk to enquire with the Llandovery Pylon Committee regarding a Banner.
8 (6) Llansadwrn Big Lunch – Marquee
No further updates.
5. Correspondence

Code of Conduct Training
Everyone’s email address had been sent to Carmarthenshire County Council, they will be sent a link for the Training.

(d) Ysgol Rhys Pritchard and Llangadog Primary School – Federation consultation
(b) Report from Cornwallis Liaison
Awaiting a meeting date with Bro Myrddin Housing. Surveys completed.
7. Finance
(a) Payments
Clear Insurance – £749.21
Chairman’s Allowance – £50.00
(b) Donations
No requests received.
(a) Signing quarterly income and expenditure reports/bank statements.
To be signed at the next meeting.
(b) Budgets 2025/2026
This to be updated at the September meeting.
IRP payments
Every member had signed stating they did not wish to claim expenses or for using their home as an office.
Audit 2024/2025
This had now been signed, the Clerk to complete the necessary paperwork regarding expenditures, send copies of bank statements, cash book, standing orders, etc.
Bank Mandate Signature
Councillor C. Powell had issues with his Computer and was unable to sign the Mandate online. Councillor L. Rowlands and Councillor C. Jones agreed to become two of the signatories.
Online banking for Community Councils
This to be discussed at the next meeting.
8. Any other business
8 (7) Public Path Order Talley/Cwmdu
No objections had been received from members of the Community Council.
8 (8) Community Field Style
A request had come from Carmarthenshire County Council asking if the Community Council had any objections to a gate being placed on the Community Field instead of the present Style.
8 (9) Venue/MS Teams – future meetings
The Community Council had met on MS Teams since May 2022 therefore Wednesday evening is no longer available for Community Council meetings. The Clerk asked for opinions regarding meetings being held via MS Teams, she then left the meeting order that this could be discussed. The Chairman would inform the Clerk of the decision after the meeting.
The Clerk was informed that possibly meetings could be held as follows:
October, November, January, February, March, April – meetings via MS Teams
Wednesday 1st May, 2024 7.00 p.m. Reading
Monday 3rd June, 2024 – 7.00 p.m. Reading Room
Monday 1st July, 2024 – 7.00 p.m. Reading Room
No meeting held in August
Monday 2nd September, 2024 – 6.00 p.m. Reading Room
This to be confirmed at the next meeting, and changes added to the Standing Orders.
9. Date of next meeting
The next meeting would be held at the Reading Room, Llansadwrn at 7.00 p.m. on Monday, 3rd June, 2024.
