CYNGOR CYMUNED LLANSADWRN COMMUNITY COUNCIL 

 Minutes of the meeting of Llansadwrn Community Council held via MS Teams on Wednesday 8th January, 2025. 

The Chairman wished everyone a Happy New Year and welcomed everyone to the meeting. 

Present:

Ms Lyndsey Maiden from We Dig Media had been invited to attend the meeting to give updates and answer any questions regarding the web site of the Community Council. 

Lyndsey explained that the website received approximately 115 hits every month, approximate 12,500 last year.  A singing group had been set up in the village, therefore they would be sending news and updates.  Business had gone quieter and therefore there were hardly any adverts on the website, although there is plenty of space available.  Lyndsey asked the Community Council if they could assist with finding businesses to advertise, tourism sites, etc.   The web site was discussed in general and Lyndsey was thanked for attending the meeting.

4.2 Llansadwrn Reading Room 

A Christmas event had been held with mulled wine, mince pies, etc.  The Clerk had received the paperwork to complete in order that the Reading Room was exempt from paying Rates. 

 

  1. Brownhill Junction

The Clerk to contact Cefin Cambell A.S. for any updates. 

 

8 (1) Llansadwrn Play Area 

No updates received. 

 

8 (iii) Web Site 

This had already been discussed, enquiries to be made regarding adverts for the website. 

 

8 (2) Highway Issues 

There were culverts blocked in the area causing water to flow down the roads.  The water by the Wern was getting worse.  Pot holes continued to be a major issue in the area.  The bridge barrier had fallen back into the river.  The County Councillor had noted these issues.   

 

 

He also reported a number of trees had fallen in the area due to high winds, these should be reported on line to Carmarthenshire County Council or please contact Arwel.

No further names received. 

 

8 (9) PROW – bridge near Velindre/Waun Clyn Da 

County Councillor Arwel Davies had reported the two bridges, 45/39 and 45/38. 

 

Dog Fouling 

The Clerk had arranged with Carmarthenshire County Council to forward posters, etc. to Councillor L. Rowlands.

(a) Report from County Councillor 

(1) Closing date for Budget Consultation 26th January, it was important that everyone participated in the consultation 

(2) There had been issues with bin collections 

This system of assisted collections was mentioned by Councillor H. Evans.  People in Llansadwrn were requesting assisted bin collections, but if they moved out of their property they were not informing Carmarthenshire County Council.  Therefore, causing bin lorries to call unnecessarily at some households.  This was discussed at length and the County Councillor was given the addresses of the properties concerned, although it was explained that no one is allowed to cancel any assisted bin collections only the householder. 

 

(b) Report from Cornwallis liaison

Copy of financial report sent to everyone 

 

(b) Budget – 2025/2026 

This had been discussed and agreed in order to finalise the precept. 

 

Precept 2025/2026 

The precept was agreed and finalised at £12,500.00.  The official form had been sent to the Chairman to sign. 

 

Audit report 2023/2024 

Auditor General report and audit opinion 

I certify that I have completed the audit of the Annual Return for the year ended 31 March 2024 for Llansadwrn Community Council.  My audit has been conducted on behalf of the Auditor General for Wales and in accordance with the requirements of the Public Audit (Wales) Act 2004 (the 2004 Act) and guidance issued by the Auditor General for Wales. 

 

Audit opinion:  Unqualified 

 

On the basis of my audit, in my opinion no matters have come to my attention to give cause for concern that, in any material respect, the information reported in this Annual Return. 

 

(a) has not been prepared in accordance with proper practices: 

(b) that relevant legislative and regulatory requirements have not been met: 

(c) is not consistent with the Council’s governance arrangements, and 

(d) that the Council does not have proper arrangements in place to secure economy, efficiency and effectiveness in its use of resources. 

 

Other matters and recommendations 

There are no further matters I wish to draw to the Council’s attention.
