Latest Carmarthenshire Covid News

With the situation in Wales changing day by day, the Welsh Government is frequently updating its rules and guidelines – I fully appreciate how difficult it is to keep up with the pace and range of changes, but it’s so important that we do. As I’m sure you’re aware, there is lots of advice, answers to frequently asked questions and links to the full legislation on the Welsh Government and Carmarthenshire County Council websites.

One of the main issues that has come to light recently, where the message needs to be reinforced, is that around the gathering of people and indoor events.

The general rule is that you cannot socially meet indoors with people who aren’t in your household or extended household. In addition, as of 14 September, meetings or gatherings indoors even within your extended household must be limited to 6 people (not including any children aged under 11). This also applies in places like pubs and restaurants as well as in people’s homes.

Of course, many Town and Community Councils own and operate social venues like sport clubs and community halls, and it’s very important that people are properly advised regarding reopening these premises and before attempting to organise an event in one of your venues. Welsh law imposes restrictions on people gathering indoors with others without a reasonable excuse and this generally means that any activities being carried on within your venues should have a reasonable excuse to do so.

It is not permitted to arrange to meet people outside your household or extended household to go anywhere indoors together, such as shops, cafes, restaurants, bars or pubs. Likewise, you should not arrange for children to go somewhere indoors together, such as cinemas or amusement arcades, unless they are part of the same household or extended household.

Whilst gatherings of up to 30 people are permitted outdoors it is expected that adults and children should continue to maintain social distancing whenever possible from people outside their household, or extended household.

As you may have seen in the media, our officers are visiting venues across Carmarthenshire to ensure compliance with the Covid-19 measures. Whilst they are happy to help wherever they can by offering advice and information, the onus and responsibility is on the person responsible for the premises to ensure they are up to speed with legislation and have everything in order. As above, there are plenty of sources of information on the Welsh Government and County Council websites.

Lastly, at this time of year many of us are usually involved in organising community events in the run up to the winter season. In Llanelli, we have already made a decision to cancel the annual Christmas Carnival – this was a tough decision, but the right one. I’m sure you will exercise similar caution, with heed to the Welsh Government advice about community spread of the virus through large gatherings of people.

Re-opening community centres / village halls

As of the 14th August 2020, all community centres, village halls, church halls and other community centres owned or controlled by a public authority or a body of persons which may provide for the physical, social, cultural or intellectual development or welfare of the community, have been able to open for some permitted activities.

Whilst community centres, village halls, and other multi-use community facilities support a wide range of local activity and are allowed to open, their communal nature also makes them places that are vulnerable to the spread of coronavirus. As such, organisers of these multi purpose community centres must ensure that ‘gatherings’ are not permitted within the premises and must also ensure that where an activity is taking place at the premises that it meets the definition of a ‘reasonable excuse’. Full details of what is defined as a gathering and considered a reasonable excuse is available on the legislation.gov.uk website.

Examples of activities permitted under the regulations include:

Exercise classes – no more than 30 people
Dance classes – no more than 30 people
Childcare facility
Children’s holiday club
Supervised activities for children, for example: scouts, guides, brownies etc
Wedding parties and funeral celebrations – no more than 30 people
Medical or health services for example: Slimming world, counselling. These must be by appointment on a 1 to 1 basis.
Donate blood
Food bank
You cannot open for the following activities:

Dog obedience classes
Meetings / AGMS
Merched y Wawr / WI groups
Indoor food market
Drama group
Choir practice
Gardening club
Educational classes
Art class
Band practice
Sewing/knitting club
Birthday parties
This is not an exhaustive list of activities that can and cannot take place in a community centre / village hall.

All reasonable measures must be taken to minimise the risk of exposure to coronavirus by:

maintaining a distance of 2 metres between people both inside the building and whilst queuing outside.
limiting close face to face interaction and maintaining hygiene
providing information to those entering or working at the premises about how to minimise the risk of exposure to coronavirus.
As part of the NHS Wales test, trace and protect service you must collect contact information from anyone attending the premises and retain it for 21 days. Further guidance on how this should be carried out is available on the Welsh Government website.

Face coverings: frequently asked questions (update by Welsh Government 27.07.2020)

How and when you could wear a face covering to protect those around you, if you choose to wear one.

What is a face covering? : A face covering mostly acts to protect others by reducing ‘airborne transmission’ of COVID-19. It does not protect the wearer from infection by others.

What is a face mask? : Well-fitted medical masks are designed to protect the wearer from infection, and are vital for frontline staff who are at risk from close contact with patients who are, or may be, infected with COVID-19.

From Monday 27 July 2020 it is compulsory to wear a face covering on public transport in Wales

Where and when do the rules apply?

The rules apply to all ‘enclosed’ public transport vehicles including buses, coaches, trains, trams, ferries and aircraft (where they take off or land in Wales). It also applies to taxis and to tourist services, such as mountain railways and excursion buses.

Face coverings should be worn for the duration of the journey on public transport. This means they must be worn from when you get on the vehicle and they must stay in place until you get off.

Covid Advice – getting back to business

Town centres prepare to get back to business

Carmarthenshire’s town centres are being prepared to welcome shoppers back after months of closure due to Covid-19 restrictions.
Carmarthenshire County Council is supporting traders and businesses to get ready to re-open when lockdown rules in Wales are eased on Monday, June 22.

As many town and community councils are looking ahead and working towards the re-opening of facilities we are sharing our social distancing toolkit which may be of use to those looking at the re-opening parks, open spaces or public conveniences.

Five Steps on reopening safely

County council owned public toilets to re-open

Public toilets owned by Carmarthenshire County Council will re-open from Monday, June 22.

The facilities in towns and communities across the county have been closed since March due to the Coronavirus (COVID-19) pandemic.

The facilities re-opening include:

John Street car park, Carmarthen
St. Peter’s car park, Carmarthen
Llandeilo car park
St Clears car park
Laugharne (Wogan St)
Adjacent to Town Hall, Llanelli
East Gate Bus Station, Llanelli
Carregamman car park, Ammanford
Llansteffan Beach car park
Cliff Walk Pendine, (Springwell)
Ferryside (beach entrance)
Cenarth
Burry Port and Llandovery car parks are already open

The authority will work closely with town and community councils to offer advice and support on how to safely re-open their facilities.

Weekly slots now available at recycling centres

Residents can now make an appointment once every seven days to one of the county’s household waste recycling centres.
The change comes following a successful re-opening of the Nanycaws, Trostre, Wernddu and Whitland centres.

Additional appointments have also opened across all four sites and Wernddu is now open seven days a week.

Visits to the recycling centres continue to be by appointment only for essential use to dispose of any household waste.
