CYNGOR CYMUNED LLANSADWRN COMMUNITY COUNCIL

Minutes of the meeting of Llansadwrn Community Council held via MS Teams at 7.00 p.m. on Wednesday 7th January, 2026

Present:

The Chairman welcomed everyone to the meeting and wished all a Happy New Year

1. Apologies:

2. Minutes of the previous meeting and matters that were not included on the Agenda
Minutes accepted as correct.

3. Declaration of Interest:
Councillor L. Rowlands – Llansadwrn Reading Room, Cornwallis
Councillor C. Jones – Green GEN Cymru

4. Matters arising from the minutes:

4.2 Llansadwrn Reading Room
Events had been held over the Christmas period and all were a success. No meeting had been held. Councillor L. Rowlands had received approximate costs for the WiFi in the Reading Room. The Invoices would be in the name of Llansadwrn Reading Room.

8. Brownhill Junction
Mr Steffan Davies from NRW had attended the meeting with updates regarding the Woodlands for Llansadwrn. He had prepared a Power Point presentation and explained what had been carried out and what was on going. The main issues were speed limits and entrances on to the main highway, contact had been made with SWTRA but they were not very forthcoming with assistance. Maybe in the future NRW would be considering asking for letters of support from people living in the area, but their discussions with SWTRA were ongoing.

8 (1) Llansadwrn Play Area
Nothing to report.

8 (iii) Web Site
Any minutes from Tywi-Tywi Usk regarding the Wind Turbines and Pylons to be placed on the Llansadwrn Web Site.

8 (2) Highway Issues
County Councillor had reported the issue at Werngelli, there was also a Culvert to be reported. Pot holes were also an ongoing issue.

8 (5) Green GEN Cymru/Wind Turbines
Further surveys were being carried out. All the work that needed to be done is complete, just waiting for the outcome.

(a) Objection Nant Mithil Energy Park
An objection had been sent.

8 (7) Grass cutting contract
Updated copies of the final contract to be forwarded to everyone and finalised at the next meeting.

8 (8) Community Garden
Nothing to report.

(a) Signing quarterly income and expenditure reports/bank statements
These to be signed at the end of March

(b) Budget – 2026/27 – precept
The Clerk had forwarded the expenditure for 2025-2026 to everyone and this was discussed and it was agreed not to increase the precept. The Chairman signed the official precept form and would be returned to Carmarthenshire County Council.

£11.10 per ratepayer

Audit 2024/2025
The Audit report had been included with the minutes.

8. Any other business

Free One Voice Wales training
Training of Councillors was discussed. The Code of Conduct video from Carmarthenshire County Council is forwarded to everyone annually.

Minutes of meetings
The Clerk was asked that they should be posted 7 days before each meeting.

The next meeting would be held via MS Teams at 7.00 p.m. on Wednesday 4th March, 2026.
