Minutes of the virtual meeting of Llansadwrn Community Council held on 4th November, 2020.
Present:

2. Minutes of the previous meeting and matters arising that were not included on the Agenda
Minutes were accepted as correct.
3. Declaration of Interest

4. Matters arising from the minutes:
4.2 Llansadwrn Reading Room
Due to the Covid19 there were grants available for Village Halls, and the Reading Room had been successful in receiving a grant of £10,000.00. Councillor L. Rowlands is a member of the Reading Room committee and he reported that the money had been spent re-decorating/maintenance work. It was agreed that as he was a member of the Reading Room Committee that he could represent the Community Council on the Committee. A letter had been given to Councillor C. Hudson to give to the chairman to discuss, it was therefore agreed to give a copy of the letter to Councillor L. Rowlands. Although the information required was already listed in the minutes of the previous meeting.
8 (c) Speed Restrictiions
Nothing to report.
Brownhill Junction
Nothing to report.
Llansadwrn Play Area
The Clerk to check when the next Inspection was due. Mr Colin Darman had continued to cut the grass throughout lockdown.
Web Site
Nothing to report. Information/updates had been placed on the website throughout lockdown.
Defibrillator
This had been delivered to the Clerk at the end of March at the commencement of lockdown. Councillor L. Rowlands agreed to arrange to meet the Clerk in order than it can be delivered to the Reading Room. A Map to be placed on the wall next to the defibrillator.
8 (2) Highway Issues
A number of potholes were reported, the Clerk to contact Carmarthenshire County Council.
8 (a) Gardd Gymunedol Llansadwrn Community Garden
No meetings had been held.
A number of emails had been received from Mr Dennis Hudson and were distributed.
8 (d) Light for the Community Field
The Clerk to remind Carmarthenshire County Council regarding the promise of an updated cost.
Newly installed LED lights
Following complaints/issues received from one of the residents of Talgarth, it was agreed to hold a site meeting after the Covid19 issues had been relaxed.
5. Correspondence
All correspondence during the past 8 months had been sent by email and anyone having problems with receiving emails were sent hard copies.

6. Reports
(a) Report from County Councillor
(i) LDP had been delayed until 2022
(ii) Fly-tipping was continuing to be an issue
(iii) 30 m.p.h. speed limit through Llansadwrn
(iv) Access to walking and Cycling was a priority
(v) Dyfed Powys Police Consultation ends 01/12/2020
(b) Report from Cornwallis Liaison
Everything was on hold due to the pandemic. Awaiting the results of the feasibility study.
7. Payments and Donations
Payments
No invoices received
Donations
The annual donation of £250.00 towards work on Llansadwrn churchyard was due to be paid.
A request had been received asking if we could give a similar annual donation to Capel Dewi – this was discussed and it was agreed on an annual donation of £100.00
C.FF.I. Carmarthen – it was agreed to give a donation of £25.00
Bobath Children’s Charity – it was agreed to give a donation of £25.00
(a) Signing quarterly income and expenditure reports/bank statements
Copies had been sent to everyone with the minutes and they had been accepted.
(b) Budget 2021/22
The Clerk to include copies of a Budget report in order to agree and discuss the amount of precept for the year 2021/2022.
(c) Bank Signature
It had been agreed at a previous meeting that Councillor C. Powell would be added as a signature and this would be completed after the pandemic.

Nothing to discuss.
