CYNGOR CYMUNED LLANSADWRN COMMUNITY COUNCIL

Minutes of the meeting of Llansadwrn Community Council held at the Reading Room, Llansadwrn on Wednesday 7th September, 2022.

Present:

The Chairman welcomed everyone to the meeting after the summer break.

1. Apologies
Everyone present.

2. Minutes of the previous meeting and matters that were not included on the Agenda
Minutes were accepted as correct.

3. Declarations of Interest

4. Matters arising from the minutes:

4.2 Llansadwrn Reading Room
The Open Day had been a great success. A treasurer had been appointed. Fire regulations survey had been carried out and there weren’t any issues.

Brownhill Junction
This was discussed at length, and it was agreed that a site meeting to be organised with possibly a member of Carmarthenshire County Council for advice as to what work we are allowed to consider. Part of the work would need to be discussed with SWTRA. If there is a site meeting the County Councillor, Councillor C. Jones and Councillor C. Eady agreed to attend.

Trees were going to be planted near the junction by NRW, therefore further information is also required as whether they are going to carry out any work at the junction.

8 (1) Llansadwrn Play Area
Following the inspection by Sutcliffe a quote of £2,370.60 had been received for the work that was necessary. It was important that this work was carried out as soon as possible. A quote had been received for a new gate, this to be discussed when deciding the precept.

8 (iii) Web Site
Lyndsey Maiden would be invited to attend the next meeting. The contract was due for renewal in 2003, 3 quotes would be required.

8 (2) Highway Issues
Pot holes on the road continued to be an issue, re-surfacing the road by Waun Clyn Da would solve the problem, but funding would always be an issue.

Prioritizing Footpaths
Councillor L. Rowlands reported that the footpaths were in good order. A leaflet would be produced in the near future.

Councillor C. Jones mentioned that there are display boards available to advertise footpaths.

8 (a) Gardd Gymunedol Llansadwrn Community Garden
An Annual General Meeting was being arranged.

Red Telephone Kiosk
Councillor L. Rowlands agreed to obtain three quotes for clearing the kiosk. It was discussed and agreed that the Telephone Kiosk could be an information centre.

8 (3) Community Field Furniture
This was discussed but no decision. The Community Field needed to be “rolled”, the Clerk to contact Colin Darman.

8 (4) Co-option of one member
A notice to be placed in Post Datum.

As the House was on a flood plain, progress was very slow with issues to obtain funding.

7. Finance

Payments
None

Donations
£250.00 was given annually towards the upkeep of the graveyard at Llansadwrn Church. Due to increase costs, volunteers, etc a request was received asking if the Community Council could please consider increasing their donation. The annual maintenance costs are £4,500.00. It was agreed to give the annual donation of £250.00 and possibly this would be increased when the budget is discussed in November.

A letter had been received from the Lloffwr and it was agreed to give the same amount as given previously. This was £30.00.

Precept
The August precept payment of £2,000.00 had been received.

Audit update
No further updates have been received from the Wales Audit Office.

IRP forms
These had been signed and a report sent to the IRP office.

(b) Budgets 2022/2023
Updated at the November meeting

(c) Finance and Governance Tool Kit
This to be sent to the Chairman and then forwarded to everyone.

8. Any other business

8 (5) Cyhoeddi Eisteddfod Llanymddyfri
Information regarding the proclamation ceremony had been sent to everyone. Councillor C. Jones agreed to attend.

The next meeting to be held on Wednesday 5th October, 2022.
