CYNGOR CYMUNED LLANSADWRN COMMUNITY COUNCIL

Minutes of the meeting of Llansadwrn Community Council held via MS Teams on Wednesday 4th October, 2023.

Two new members were welcomed to the meeting, Winston Davies and Hugh Evans. Copies of the Declaration of Acceptance of Office had already been signed.

The chairman welcomed everyone to the meeting.

2. Minutes of the previous meeting and matters that were not included on the Agenda
Minutes of the meeting were accepted on correction of the following:
Minutes 8 (5) Memorial Monument Steps – “the steps had been “reinstated” and not “removed” as stated in the minutes.

Councillor L. Rowlands – Llansadwrn Reading Room, Cornwallis

4. Matters arising from the minutes:

4.2 Llansadwrn Reading Room
Councillor T. Evans reported that the Reading Room Committee had not met but would be meeting in 10 days time. It had been agreed to raise the cost of hiring the Reading Room for businesses to £50.00, local charities/organisations would pay the normal rate. The Accounts would definitely be signed and agreed at their next meeting. The Junior Section will go ahead, the Clerk had sent information regarding this type of committee. They would be invited to attend and send reports to the Reading Room Committee. With reference to recent discussions regarding a “custodian trustee” and Public Trustee Act 1906, the Reading Room were asked to make their own enquiries regarding the role and responsibility.

Brownhill Junction
Nothing to report.

8 (1) Llansadwrn Play Area
As was reported at the previous meeting, awaiting inspection by Carmarthenshire County Council.

8 (iii) Web Site
Nothing to report.

Highway Issues
Nothing new to report.

Red Telephone Kiosk
As previously agreed it had been discussed to obtain quotes for work carried out on the kiosk. Maybe it could be used as an information centre, with maps, photographs, etc. Councillor Lyn Rowlands agreed to obtain quotes, and send a copy of the work required to the Clerk. Costs could be included and discussed when the Budget would be agreed at the next meeting.

6. Reports

(a) Report from County Councillor
Apologies had been received.

(b) Report from Cornwallis Liaison
Councillor L. Rowlands reported that a very successful Public Meeting had been held in July. There was a cash flow problem with no monies being received. A full survey had been carried out and the Architects commented on the good quality of the rafters. The way forward was positive with the possibility of affordable housing, flats and also flats for disabled with everyone having their own entrance. Phosphate was a problem, but as mentioned earlier everyone was positive about the way forward.

7. Finance

Payments
Clerks wages/expenses/translations – £566.30
HMRC – £122.00

Donations
£300.00 was donated annually towards the upkeep of Llansadwrn churchyard.
Requests for a donation had been received as follows:
Blaenau Tywi Urdd branch – this was discussed and agreed to give a donation of £30.00
Urdd – Carmarthen office – this was discussed and agreed to only give to Blaenau Tywi

Audit update
The result of the final report had not been received.

IRP expenses
All forms had been signed and a report sent to the IRP office

(a) Signing quarterly income and expenditure reports/bank statements
An updated report would be sent with the next minutes in order to discuss the budget.

(b) Budget 2024/2025
An updated report would be sent with the next minutes in order to assist with discussing the precept for 2024/2025.

8. Any other business

Poppy Wreath
The Poppy Wreath had been ordered and would be given to the Chairman before remembrance Sunday.

9. Date of next meeting
The next virtual meeting would be held on Wednesday 1st November, 2023. The Clerk to send a link at 7.25 p.m.
