Minutes of the meeting of Llansadwrn Community Council held at the Reading Room Llansadwrn on Wednesday 7th November, 2018

1. Apologies

2. Minutes of the previous meeting and matters arising that were not included on the Agenda
Minutes were accepted as correct.

3. Declaration of Interest
Minute 7 donations – Counc. J. M. Davies and Counc. J. Couch

4. Matters arising from the minutes:

4.2 Llansadwrn Reading Room
A copy of the minutes of the meeting held 10th September, 2018 had been received. The minutes included a list of the events being held between now and the end of December, details were also available on the web site. Their next meeting to be held on the 12th of November.

8 (c) Speed Restrictions
Nothing to report.

Brownhill Junction
Nothing to report.

8 (1) Llansadwrn Play Area
The inspection of the play area had been carried out by Wicksteed. The following issues were noted:
2.4 Basket Swing on Safety Grass – Safety chain shackle bolt undone due to design recommend tighten and monitor recommend replacing with a rapid link. Cost of parts £4.40 plus labour. It was agreed that Sutcliffe carry out this work.
Seats x 1 – Seat loose in ground item rolled over recommend reset into ground permanently or chain to fence.
The litter bin, pedestrian gate and fence continue to be an issue.
The inspector had also been asked to carry out a Risk Assessment.

8 (iii) Web site
We Dig Media were unable to attend the January meeting, but would be invited to give updates at our February meeting.

Defibrillator
The third application to Awards for All had been refused, the Clerk to write and ask for clarification. They again suggested we re-apply. When assessing our application they did not feel that we had sufficiently involved people from our local community in developing the project. Whilst we had collected letters of support from the local community, it appears they were asked whether they wanted a defibrillator, rather than what issues in the community they feel need addressing. They suggested we contact the British Heart Foundation.

It was discussed and agreed that we ask Awards for All to return the “letters of support” and re-apply to Williams Brownhill CIO.

8 (2) Highway Issues
Drains continued to be a major issues in the area – Waun Clyn Da, Cwm Mynydd Bach, Gateway entrance to the Community Field, Libanus Chapel .
Hedgerows continued to be in need of cutting – this would the responsibility of the landowner.

Entrance to Community Field
This work to be carried out in the Spring. Carmarthenshire County Council had agreed that a light could be placed on the Community Field and awaiting a report regarding the site meeting.

Community Garden
A meeting was being on Saturday between 10.00 and 12.00 o’clock.

5. Correspondence
(a) Llyfrau Llafar Cymru – thank you for donation
(b) NHS – official launch of NHS111 – posters and leaflets for distribution

6. Reports
The County Councillor gave the following report:
1. Due to the adverse weather conditions “Storm Call” had now been established telephone number 0300 0333 2222.
2. Budget Consultation – end of the month
3. Storm “Callum” – cost of damage near three million
4. Free Parking
5. Broadband Superfast grants – Carmarthenshire County Council website.

7. Finance

Payments
Llansadwrn Churchyard – £250.00
Poppy Wreath – £18.00
Peter Lewis Hill (village monument) – £386.00

Donations
Letters had been received from P.T.A. Ysgol Llangadog, Sinema Llansadwrn and Sioe Llansadwrn requesting donations. These were discussed and agreed as follows;
P.T.A. Ysgol Llangadog – £100.00
Sinema Llansadwrn – £300.00
Sioe Llansadwrn – £265.00 (Insurance)
(At the last meeting they discussed the proposal of a community garden on the community field behind the garden of Maesporth. As the field was donated by the Hudson family for the use of the community the show committee has no objection to the proposal. It is also the 50th anniversary of Llansadwrn Show next year)

Capel Dewi – nothing further to report.

(a) Signing quarterly income and expenditure reports/bank statements
Copies were distributed and signed, also the bank statements.
(b) Budgets – 2018/2019
This to be discussed further at the next meeting in order to decide on the Precept

8. Any other business

Resignation
Counc. H. Davies had sent a letter of resignation as he was moving away from the area. He was wished all the best and thanked for his contribution during his time as a Community Councillor. The Clerk to inform Carmarthenshire County Council of the vacancy.
