Minutes of the meeting of Llansadwrn Community Council held at the Reading Room Llansadwrn on Wednesday 5th June, 2019.

4. Matters arising from the minutes:
4.2 Llansadwrn Reading Room
An application had been received from a member of the Reading Room giving details of a proposal that Solar Panels be placed on the roof of the Reading Room. Copies of the proposal to be forwarded to everyone when sending out the minutes of the next meeting.
8 (c) Speed Restrictions
Nothing to report.
8 (1) Llansadwrn Play Area
The grass of the play area had been cut, Mr Colin Darman agreed to cut the grass as and when required.
8 (iii) Web Site
Nothing to report.
Defibrillator
No reply had been received from Williams Brownhill regarding funding. If the funding was successful during the next month the Clerk to order the defibrillator.
8 (2) Highway issues
Nothing to report.
8 (a) Gardd Gymunedol Llansadwrn Community Garden
The monthly report had been received, requesting the Community Council to clarify and confirm the length of Tenure for the allocated Community Garden plot on the Community Field. At the original meeting a period of 10 years was agreed. It was discussed and agreed to prepare an official document regarding the Tenancy.
The Committee had enquired with Carmarthenshire County Council regarding the proposal there would be a change of use with raised beds, shed and path to/from the site, which will require planning permission. This to be discussed at their next meeting.
8 (b) Road to new development – Heddfryn
Nothing to report.
8 (d) Entrance to Community Field
Work had not been carried out the Clerk to continue to try and contact Mr Huw Evans.
8 (e) Grass cutting Community Field, Play Area, etc.
The Clerk had contacted Mr Colin Darman and he had agreed to cut the above as and when required.
5. Correspondence
(a) Carmarthenshire County Council – planning application consultation – E/38831- R Jones, Maesporth – 2 storey extension
(b) Carmarthensire County Council – planning application consultation – E. Thomas and C. Jones, Dwelling South of Maesrhiw – removal of the agricultural occupancy consultation
(c) Carmarthenshire County Council – safe routes in the community funding
(d) One Voice Wales Conference – 10th July, 2019
(e) Y Lloffwr – thank you for donation
6. Reports
The County Councillor reported
1. Fly Tipping was a problem by Capel Dewi
2. There would be a new Sustainable Draining Scheme
3. Celtric Toursim Heritage between Ireland and Carmarthenshire
7. Payments
None.
Donations
A letter had been received regarding the Urdd Eisteddfod which is being held in Llandovery in 2022. A local committee had been set up in Cilycwm, and it was discussed that possibly the three local Community Council each donate £1,500.00 over a period of two years towards this event. This was discussed and agreed, as soon as a request was received from the local officials £750.00 would be given this financial year and £750.00 the next financial year.
A letter had been received from Bobath Children’s Centre requesting a donation – this was discussed and it was agreed to give a donation of £25.00.
Bank Signatures
It was agreed to add Councillor C. Powell to the list of signatures.
(a) Signing quarterly income and expenditure reports/bank statements
These to be signed at the July meeting.
(b) Budgets 2019/2020
These to be updated November.
8. Any other business
Cornwallis Almshouse Charity
Counc. J. Evans informed the Community Council that Cornwallis was for the benefit of Llansadwrn Community Council as well as Llanwrda Community Council. A feasibility study was being carried out, funding was being applied for and there was a way forward. A representative was required from Llansadwrn Community Council, it was therefore discussed and agreed that the two representatives would be Councillor J. M. Evans and Councillor Trish Evans.
