Minutes of the meeting of Llansadwrn Community Council held at the Reading Room Llansadwrn on Wednesday 3rd July, 2019

4. Matters arising from the minutes
4.2 Llansadwrn Reading Room
Copies of the Solar Panels proposal had been sent with the minutes and everyone had received a copy. This was discussed at length, and it was agreed to write to the Reading Room Committee requesting the following information:
(a) What have been the electricity costs for the Reading Room over the past 3 years?
(b) How much of a reduction will be in the costs were Solar Panels installed?
(c) Could we have information as to the names of business that may have already had Solar Panels put in place by Egni/Awel Tywi.
The Clerk mentioned briefly making enquiries into Insurance cover for Trustees.

8 (1) Llansadwrn Play Area
Nothing to report.

Defibrillator
The Clerk had called at the office of Llys Cennen, Solicitors, regarding our application for funding, no reply received to date.
8 (2) Highway Issues
A letter of complaint had been received regarding the overhanging grass verge around the Church Wall. Also, requesting that the Community Council consider taking part of the bank away and resurfacing the road just leaving enough bank as not to damage the perimeter wall. The Community Council are aware of budget cuts, etc. but would pass the request to the County Council.
8 (a) Gardd Gymunedol Llansadwrn Community Garden
The monthly update had been received which stated that they had purchased a Protek wheeler strimmer and a cut of the whole area was completed by the end of June. Volunteers had been instructed in the proper use of the wheeled strimmer. The Committee had been in contacted with Carmarthenshire County Council regarding planning permission, the proposal would be a change of use with raised beds, shed and path to/from the site which would require planning permission. This was discussed and it was agreed that the Community Council would need to sign the planning application. The Clerk had been in contact with One Voice Wales regarding a Lease/Contract and we were advised to approach a Solicitor. The Clerk had contacted Llys Cennen, Solicitors, and would prepare a draft contract for discussion at the next meeting.
8 (b) Road to the new development – Heddfryn
Nothing further to report.
8 (d) Entrance to Community Field/Light for Community Field
The work had not been carried out, hopefully it would be completed before the show.

The Clerk to remind Carmarthenshire County Council for the quote.
5. Correspondence
(a) Llangadog Primary School – thank you for donation given in 2018
(b) Carmarthenshire County Council – Street Lighting project – the Clerk had prepared a report and this had been accepted.
(c) Clerks and Councils Direct magazine
(d) Welsh Government – provision of lavatories for public use
6. Reports
County Councillor absent from the meeting.
7. Payments
Clerks Wages – £272.00 (includes extra duties)
Clerks Expenses – £75.36 (included £16.00 photocopies of Solar Panel report)
HMRC – £68.00

(a) Signing quarterly income and expenditure reports/bank statements
Copies were distributed and paperwork signed at the end of the meeting.
(b) Budgets – 2019/2020
Update to be discussed at the November meeting.
(d) Bank signatures
The Clerk had obtained the appropriate forms from Nat West Carmarthen, and would contact the additional signatures when to return their forms to the Bank.

8 (e) Footpath Map – Reading Room
The Footpath Map had removed from the wall of the Reading Room, the Clerk to contact the Committee.
