Minutes of the meeting held via MS Teams of Llansadwrn Community Council, on Wednesday 4th January, 2023.

The Chairman welcomed everyone to the meeting, and wishing all a very Happy New Year.
1. Apologies

2. Minutes of the previous meeting and matters that were not included on the Agenda
Minutes were accepted as correct.
3. Declaration of Interest

4. Matters arising from the minutes:
4.2 Reading Room
Everyone had a very busy time over the Christmas Season. Christmas Tree, Carol Singing, Santa, etc. Every event was very well supported.
The problem with the Toilets had been sorted.
Brownhill Junction
Nothing to report.
Llansadwrn Play Area
The outstanding work had been completed.
8 (iii) Web Site
There was going to be a lot of information to be placed on the web site. It was discussed and agreed to extend the contract until after the Annual General Meeting in May.
8 (2) Highway Issues
Pot holes continue to be an issue, between the White House leading to Tysiencyn. Also near Ffos yr Hwyaid, these pot holes were very dangerous as it was the local bus route. A tree stump was also causing problems on the road by Waun Clyn Da and a lot of water was collecting in the hole around the tree. The County Councillor agreed to take this issue forward, although he did remind everyone in the budget cuts for rural roads.
Footpaths
It was discussed and agreed to postpone this project until after the Annual General Meeting, when future spending will be discussed.
8 (a) Gardd Gymuned Llansadwrn Community Garden
Nothing to report.
Red Telephone Kiosk
No quotes had been received for the work, again this would be discussed after the Annual General Meeting.
8 (3) Community Field Furniture
Following the recent very wet weather, this would be discussed in the Spring.
8 (4) Co-option of one member
A Notice had been placed in Post Datum but no names had come forward.

(1) Meetings are being organised with Architects regarding the House
(2) They had been approached by a private buyer regarding the land, etc.
7. Finance
Payments
Sutcliffe Play – £2,370.60
YNH (domain) – £12.00
CCC Led to lanterns – £312.76
Clerks Wages + extras – £530.00
HMRC – £116.00
Donations
Wales Air Ambulance – £100.00
Llansadwrn Churchyard – £50.00
(A request had been received for an extra donation but it was agreed to only donate £50.00 and possibly re-consider next years’ donation request)
A payment of £59.49 had been received from the National Grid.
A precept payment of £2,000.00 had been received for December quarter.
Audit 2021/2022
No further updates
(a) Signing quarterly income and expenditure reports/bank statements
Reports had been distributed and will be signed at the next face to face meeting.
(b) Budget/Precept
Updated budget report and financial report had been prepared and copies distributed to members before the meeting. The precept was discussed at length and it was agreed to increase the precept from £6,000.00 to £7,000.00 in order to cover any increases in spending. Also £2,370.60 had been spent this year on the Play Area, in the near future work might need to be carried out on the Gate.
(c) Finance and Governance Tool Kit
This to be finalised by the end of the financial year.
(d) Training Template
Copies to be sent to everyone and discussed at the next meeting.
8. Any other business
(5) Memorial Monument
Councillor L. Rowlands stated that the steps of the monument were in need of repair. He had obtained 3 quotes and these to be forwarded to the Clerk.
(6) Community Council minutes
The Reading Room complained that the Community Council minutes had not been placed on the Notice Board since before COVID. The Clerk apologised and would ensure that they would be displayed following every meeting.

The next meeting to be held on Wednesday 1st February, 2023.
