Minutes of the MS Teams meeting of Llansadwrn Community Council held on Wednesday 3rd March, 2021

The chairman welcomed everyone to the meeting.

1. Apologies

2. Minutes of the previous meeting and matters arising that were not included on the Agenda
Minutes were accepted as correct.

3. Declaration of Interest

4. Matters arising form the minutes:

4.2 Llansadwrn Reading Room
No meetings held. The defibrillator was now in place on the wall, but there was a slight problem with the heater, but it was being sorted.

8 (c) Speed Restrictions
Nothing to report.

Brownhill Junction
Nothing to report.

Llansadwrn Play Area
Following further complaints from the public regarding the problem with “rats”. Councillor C. Hudson met with David Evans, Public Health, and he has visited both households involved and they have complied and are now employing private pest control companies to eradicate the problem. Mr Evans also advised that there was no need to poison the rats on the play area side and there is no risk to the public therefore the park does not need to be closed. He is going to revisit the village in a couple of weeks. Councillor L. Rowlands kindly agreed to visit the play area to check if all is clear.

Web Site
A copy of the Public Footpaths definitive Map was now on the web site.

A list of the Public Footpaths requiring maintenance, furniture, etc. was going to be given to the Clerk to forward to the PROW department.

8 (2) Highway Issues
Regarding the Roman Road – Carmarthenshire County Council stated that they have had a succession of weather events over the last month and they are currently fully employed undertaking the clear up operation. When they have caught up with all the work they will programme this section of road for remedial works. In the meantime, it will have to remain closed for vehicular traffic for safety reasons.

9 (a) Gardd Gymunedol Llansadwrn Community Garden
No meetings being held at present.

8 (d) Light for Community Field
Awaiting update from Camarthenshire County Council.

Newly installed LED lights
This to remain on the Agenda

Broadband/Internet
A request had been received to possibly place a Cabinet on the Community Field and they would give free internet to the Reading Room. This was discussed and no objections received.

6. Reports

(a) Report from County Councillor
(i) Litter and Fly Tipping was a major problem
(ii) Budget had been approved – Council Tax to increase by 3.45%
(iii) Money to be spent on vulnerable residential call service

(b) Report from Cornwallis Liaison
No meetings have been held.

7. Financial

Payments
Oak Saplings (letter G. Craig) – £50.00
HB Enoch Owen (payroll services) – £52.80

Donations
A request had been received from Macmillan Cancer Support – this was discussed and agreed to give a donation of £50.00
A request had been received from the present Chairman of Carmarthenshire County Council, he was raising money for Prostate Cancer and St. Peter’s Church, Llanybydder – it was discussed and agreed to give a donation of £50.00

(a) Signing quarterly income and expenditure reports/bank statements
These to be prepared by the April meeting.

(iv) Budget 2021/2022
This was ongoing.

(d) Bank signatures
No reply received from Natwest bank.

8. Any other business

(ii) NHS Day 5th July, 2021
Councillor T. Evans reported that a Jerusalema Dance event, which was within the social distancing, had gone global and with support hopefully this event could be organised in Llansadwrn. Children would dress up, picnic with everyone bringing their own food, etc. The proceeds to be given to Llandovery hospital.

(iv) Draft Code of Conduct
Copy of the Draft Code of Conduct had been sent to everyone and no comments received.
Three members of the Community Council would attend the next Code of Conduct training session.

(v) Apologies for virtual meetings
The One Voice Wales bulletin had given information regarding members missing 6 meetings, it was discussed and agree that if apologies were received then this was acceptable. Two members had issues with broadband/internet signal.

9. Date of next meeting
The next virtual meeting would be held on Wednesday 7th April, 2021 at 7.30 p.m. The Clerk to send everyone a link at 7.20 p.m.
