Minutes of the meeting of Llansadwrn Community Council held at the Reading Room, Llansadwrn on Wednesday 4th March, 2020.
Present:

County Councillor Arwel Davies
Mr Graham Craig had requested to attend the meeting in order to make members aware of Climate Change, Diversity, with proposal and suggestions regarding flooding and drought, etc. and proposals for taking this forward. He explained what his work involved and how the Community Council could support climate change, etc. County Councillor Arwel Davies explained the great work that Carmarthenshire County Council are doing in promoting diversity, climate change, etc. The County Council had adopted a plan on the 12th of February, supporting electric charging points solar panels, cycle paths, investing in renewable energy, replacing street lights with LED bulbs, etc. Mr Craig was thanked for attending the meeting.

Community Council Vacancy
Two applicants had shown an interest, Mr J. Maiden and Mr L. Rowlands. A private ballot took place with the Chairman having the casting vote if there was a tie. The County Councillor was asked to count the votes, and he named Mr L. Rowlands as the successful applicant.
2. Minutes of the previous meeting and matters arising that were not included on the Agenda
Minutes were accepted as correct.
3. Declaration of Interest
Councillor Trish Evans – Cornwallis and Community Garden
4. Matters arising from the minutes:
No reply had been received from the Reading Room Committee. It was discussed and agreed that the Clerk would write a letter and Councillor C. Hudson would approach the Chairman regarding the contents:
(a) Copies of Constitution for new members
(b) Dates and copies of minute of meetings
(c) Insurance indemnity for members of Llansadwrn Community Council (as Trustees)
(d) Copy of Footpath Map to be placed back on the wall of the Reading Room
(e) Permission to place a Defibrillator on the wall of the Reading Room
(f) When this information was received a representative of the Community Council would be elected for the Reading Room Committee.
8 (c) Speed Restrictions
Nothing to report.
Brownhill Junction
The Clerk to write to their address in Germany and also the address at Brownhill, Llansadwrn regarding a site meeting.
Llansadwrn Play Area
The Clerk to remind Carmarthenshire County Council regarding the inspection of the Play Area Equipment.
8 (iii) Web Site
Lindsay Maiden to attend the next meeting to give an update.
Defibrillator
This had been ordered.
8 (2) Highway Issues
Nothing to report.
8 (a) Gardd Gymunedol Llansadwrn Community Garden
A monthly report was received, its first Annual General Meeting had been held on the 8th February, the annual report was presented and adopted. The group’s accounts were presented and adopted. Officers were elected: Chairman – Charles Evans, Secretary – Trish Evans, Treasurer – Stephen Byers, Fundraising Officer – Lyndsey Maiden. Work had been carried out around the site, and an application for funding had been completed.
8 (d) Light for the Community Field
A reply had been received from Carmarthenshire County Council stating that they will update the quotation and then once accepted would be able to order the lantern and install towards the end of May at current delivery times and workforce commitments.
Newly installed LED lights
A complaint had been received by the County Councillor from the residents of Talgarth regarding the quality of the light given by the new light bulbs.
Hywel Dda Health Board – Llandovery Hospital
The drop-in session held on 14th February was discussed at length, a further drop-in session was being held.

6. Reports
(a) Report from County Councillor
County Councillor reported the following:
(a) The new Budgets had been accepted, the environment is high on their priority
(b) Broadband – and information evening was being held
(c) Attending a Police Conference
(d) Menna Evans had been congratulated on her achievements at a full meeting of the County Council and would receive an official congratulations letter.
(b) Report from Cornwallis Liaison
The official Survey for the feasibility study had now been closed and awaiting results. The Clerk was continuing to obtain a copy of the Constitution.
7. Payments and Donations

Wales Audit Office – 2018/2019 Audit Fee – £228.75
One Voice Wales Membership – £74.00
Donations
Applications had been received from the following:
(b) Request for funding from Urdd Gobaith Cymru International Volunteering Project
(c) Request for funding Llangollen Eisteddfod 2020
(d) Request for funding – Ysgol Rhys Pritchard
It was discussed and agreed not to give a donation.
(a) Signing quarterly income and expenditure reports/bank statements
(To be signed at the May meeting)
(b) Budgets – 2020/21
These to be discussed at the May meeting.
(c) Bank Signatures
The Clerk had called at Natwest, Carmarthen and had obtained the appropriate forms for Councillor T. Evans. Councillor C. Powell will add his name to the list of signatures after the next meeting.
8. Any other business
Llansadwrn Show Committee
A cheque of £500.00 had been received from the Show Committee, to cover their contribution towards half the cost of work carried out on the entrance to the Community Field.
