Minutes of the meeting of Llansadwrn Community Council held at the Reading Room Llansadwrn on Wednesday 15th January, 2020.

Community Council Vacancies
Correspondence had been received from Carmarthenshire County Council stating that no applications for an election had not been received, therefore, it was necessary to co-opt a member. Notices had been placed advertising the vacancy and an application had been received from Ms Clare Eady. This was discussed and it was agreed that Ms Eady would be invited to become a member of Llansadwrn Community Council.
With reference to the second vacancy Notices had been placed and a note in Post Datum.
2. Minutes of the previous meeting and matters arising that were not included on the Agenda
Minutes were accepted as correct.

4. Matters arising from the minutes:
4.2 Llansadwrn Reading Room
No reply had been received to a letter written to the secretary of the Reading Room. It was discussed and agreed to send copies of the Reading Room Constitution to the secretary, with extra copies for any new members.
The Clerk was going to contact Mr Graham Craig before the next meeting.
8 (c) Speed Restrictions
A Notice had been received from Carmarthenshire County Council stating that they were placing an application for a 30 m.p.h. speed limit for the village of Llansadwrn. The Clerk to write and confirm that this was very acceptable, the County Councillor reminded members that this could take at least a year to complete. Also there was no definite guarantee that this would be successful.
Brownhill Junction
Nothing to report as the family were not due back in Llansadwrn until the month of March.
8 (1) Llansadwrn Play Area
The inspection of the equipment had not been carried out, the Clerk to contact Wicksteed.
8 (iii) Web site
Nothing to report.
Defibrillator
This was being organised.
8 (2) Highway Issures
The roads continue to remain the same with no work being carried out. There was a problem with the road that joins the Lampeter Road, the potholes were causing a “dip” in the road and therefore was collecting water.
8 (a) Gardd Gymunedol Llansadwrn Community Garden
The Planning Consultation was discussed again and it was agreed that the Clerk sign the application and forward to Carmarthenshire County Council.
A letter had been received from Llys Cennen stating that it would cost £360.00 to prepare the lease, this was accepted and agreed. It was agreed to inform the members of the Community Garden for information only.
8 (b) Road to the new development – Heddfryn
No further updates had been received.
8 (d) Light for the Community Field
Carmarthenshire County Council had been informed that we had agreed to purchase a new Light for the Community Field.

(i) Carmarthenshire County Council – planning application consultation E/40020 – Mr John Williams, Llamedos – demolition of existing conservatory and build an extension
(ii) Carmarthenshire County Council – Scrutiny Forum inviting a contribution to their work programme

6. Reports
(a) Report from County Councillor
Everyone was encouraged to complete the Carmarthenshire County Council Budget Consultation. Closing date 28th January, 2020. There were increased spending cuts – Public Conveniences would be closed, those that remain open there would be an increase of 20pence to use the facility, 20 pence increase in parking, cease gritting car parks, closing/cutting the hours of recycling centres – these were just a very few of the budget cuts. Council Tax would be increase by 4.89%.
Llandovery Urdd Eisteddfod – Bingo Night on Friday at 7.30 p.m.
(b) Report from Cornwallis Liaison
The feasibility study was ongoing and seemed to be very successful. The Clerk to enquire regarding Insurance of the Trustees of Llansadwrn Community Council, also a copy of the constitution.
7. Payments and Donations
(a) Payments
Clerks Wages – £224.00
Clerks Expenses – £59.36
HMRC – £56.00
There was a meeting of the Show Committee and Councillor L. Jones agreed to discuss the cost of payment for half the work carried out at the entrance to the Community Field.
A wayleave payment of £57.94 had been received
A precept payment had been received for the month of December of £2,000.00
It was also agreed to transfer £3,000.00 from the Treasurers Account to the Community Account.
Donations
Air Ambulance – £100.00
Signing quarterly income and expenditures reports/bank statements
Copies were distributed and signed.
(b) Budgets 2019/2020
Copies were distributed and it was agreed that the Precept would remain as 2018/2019 – £6,000.00
(c) Bank Signatures
This to be completed by the next meeting.
