Minutes of the meeting of Llansadwrn Community Council held at the Reading Room, Llansadwrn on Wednesday 2nd February, 2022.

The Chairman welcomed everyone to the meeting.
1. Apologies
Councillor C. Hudson (it was discussed and agreed to accept his resignation)
2. Minutes of the previous meeting and matters that were not included on the Agenda
Minutes were accepted as correct.
3. Declaration of Interest

4. Matters arising from the minutes:
4.2 Llansadwrn Reading Room
Events were continuing to be held at the Reading Room, the cinema has also re-commenced.
Brownhill Junction
Nothing to Report
8 (1) Llansadwrn Play Area
Councillor C. Eady had inspected the equipment and reported that some pieces of equipment were rusty in parts, also there was algae present on some of the equipment. It was discussed and agreed to ask Huw Gwyn Fencing, Ltd. to clean the equipment as required.
It was reported that the Vestry Venture group would be starting to meet once again, the Play Area is very busy and well used. Councillor C. Eady was thanked for her work.
8 (iii) Web Site
It was discussed and agreed to invite Lyndsey Maiden to attend our next meeting and give an updated report.
8 (2) Highway Issues
Nothing to report regarding the pot holes, Carmarthenshire County Council were aware of the problem.
Highway closures
The problem regarding some road closures was reported and an appeal was made to ensure that not all the roads into the village would close at the same time. It was noted that new road closures had been received and the work would be carried out on a Sunday.
Fallen trees on Road
These had now been cleared by the landowner.
8 (a) Gardd Gymunedol Llansadwrn Community Field
The trees that had been planted were now growing, the hedge had been cut. A report and update would be sent by the Chairman once the Committee was up and running once again. The Clerk to contact Llys Cennen regarding the lease.
8 (d) Light for the Community Field
A meeting had been arranged with Mr Arwel Price, Carmarthenshire County Council, on Wednesday 9th February. Councillor L. Jones had already agreed to attend the site meeting.
Community Field furniture
This to be discussed at the meeting in May.
8 (e) Red Telephone kiosk
This to be discussed at the next meeting.
Future Village Events
Due to COVID-19 over the past two years many events had not been held. There were no plans for a Show this year. The Queen’s Jubilee was discussed at length and Councillor Clare Eady agreed to organise the event with support from the Community Council. With reference to the Big Lunch it possibly needs a new Committee but again this would not be held this year again due to the restrictions and issues with Covid.
5. Correspondence
(a) Carmarthenshire County Council – planning consultation PL/03303 – Conversion of 2 barns to a residential dwelling – Ebenezer House, Llansadwrn.
(b) Carmarthenshire County Council – prow 45/40 Heddfryn – Road Closure notice. This proposed closure will compromise the access to PROW 45/40. We would require that steps are taken to preserve the accessway and to ensure the safety of anyone wishing to use the said footpath 45/40. This may take the form of a suitably barriered and signposted walkway, a minimum of 2 metres wide.

(i) Dog fouling posters
Dog fouling problems were discussed at length it was a major issue in the village. The Clerk to contact Michael Roberts, Carmarthenshire County Council for advice. As was mentioned earlier Vestry Venture are commencing again and the children could possibly design posters for the Play Area.

(a) Report from County Councillor
(i) Annual budget had been agreed house “band” costs would rise by 4.39% which would mean £1.15 on a Band ‘D’ home.
(ii) 11.3 million pounds of savings required
(iii) A reminder that 16 year olds should be encouraged to vote at the May elections.
(b) Report from Cornwallis Liaison
Absent from the meeting.

The Clerk reminded everyone that they could obtain nomination forms for the May Election on line, any problems hard copies will be distributed.
